How to Avoid Construction Fraud in Pakistan (2026)

Checklist to avoid construction fraud in Pakistan

Most construction 'fraud' isn't dramatic theft — it's vague contracts, big advances and no oversight. Remove those three things and you remove almost all the risk.

How do overseas Pakistanis avoid construction fraud?

Avoid fraud with four rules: never pay a large advance, tie every payment to visible milestones, insist on a detailed written contract with a BOQ, and verify progress independently through photos, video or a trusted person. Fraud thrives on secrecy and upfront cash — remove both and a dishonest contractor has nothing to run away with.

What are the biggest red flags?

  • Demands a large advance before real work starts.
  • Gives a vague, one-page quote with no BOQ or material specs.
  • Refuses a written, signed contract with milestones.
  • Won't provide regular photo/video updates or site access.
  • Has no verifiable past projects or references.
  • Pressures you to decide quickly or pay in cash only.

What is a safe payment structure?

Pay against completed, inspectable milestones — not dates and not upfront. A typical safe structure releases money in stages: mobilisation, foundation, grey structure stages, finishing stages, then handover. You only fund the next stage after verifying the last one.

StageRelease when
MobilisationSmall % on site setup & materials on ground
Grey structureIn slabs — after each floor's RCC is poured
FinishingAfter tiling, plaster, electrical stages complete
HandoverFinal % only after snag list is cleared

How do I verify a construction company is genuine?

Check completed projects in person or by video, ask to speak to past clients, confirm a physical office and registration, and start with a written contract. A genuine builder welcomes verification. See our project portfolio and about page.
